This sponsor restricts the number of applications or proposals a campus can submit. The guidelines for these programs require the institution to screen pre-proposals or nominations to determine which applications will be submitted for competition.   1. Complete a three to five page project description and a one-page budget that summarizes the total project period. Requests for matching funds or exceptions to campus policies must be identified at this stage and included in the budget page. Requests could be negotiated if the project is selected for submission.
  2. Complete the Limited Submission Cover Sheet. (PDF)
  3. Submit all materials to the Office of Grant & Research Development, 423 Neill Hall, by the internal deadline posted on this announcement.
  4. OGRD and/or the VPR will notify PIs of the results of the internal review process. The selected project(s)/nominees will then complete the full proposal for submission. Full proposals must be submitted through OGRD with a REX form, budget and all appropriate campus approvals.
If you have missed the internal deadline, please email Esther Pratt (estherpratt@wsu.edu) in the event that no other pre-proposals were received you may be approved to proceed with a proposal to the agency.

Agency Deadline Note: Internal coordination required. Full proposals are due the fourth Thursday of January (01/28/2010), annually. An organization may submit or be included as a partner or subawardee in no more than three proposals. If an organization submits or is included as a partner or subawardee in three proposals, at least one of the three proposals must be for instrument development. Please note on your WSU limited submission cover sheet if your proposal is for Instrument Development. Instructions for the internal competition to determine which proposals will be submitted can be found at http://informer.ogrd.wsu.edu/OpportunityList.aspx?ID=2 . Budgets prepared for the internally reviewed limited submission pre-proposals should include proposed cost-share contribution (no approval from Office of Research is necessary at this stage). Budgets and pre-proposals will be submitted to OGRD. The Vice President of Research, in consultation with members of the newly assembled Research Infrastructure Committee will review pre-proposals and determine cost share approval or denial.

Amount Note: Based on 2009 information, a total of 235 awards is anticipated, including 8 mid-range awards. Proposals submitted in response to this program solicitation will be competing for about $115 million, pending availability of funds, in Fiscal Year 2009. Up to $20 million of these funds will be available for the acquisition of single instruments costing between $2 million - $4 million, i.e., mid-range instrumentation.

Abstract: Abstract: The Major Research Instrumentation (MRI) Program is designed to increase access to scientific and engineering equipment for research and research training in our nation`s organizations of higher education, research museums, and nonprofit research organizations. This program seeks to improve the quality and expand the scope of research and research training in science and engineering, and to foster the integration of research and education by providing instrumentation for research-intensive learning environments. The MRI program encourages the development and acquisition of research instrumentation for shared inter- or intra-organizational use and in concert with private sector partners. The MRI program assists in the acquisition or development of major research instrumentation by organizations that is, in general, too costly for support through other NSF programs. Proposals may be for a single instrument, a large system of instruments, or multiple instruments that share a common or specific research focus. Participating offices and directorates are: Office of Integrative Activities, Directorate for Biological Sciences, Directorate for Computer & Information Science & Engineering, Directorate for Education & Human Resources, Directorate for Engineering, Directorate for Geosciences, Directorate for Mathematical & Physical Sciences, Directorate for Social, Behavioral & Economic Sciences, Office of Polar Programs, and Office of Cyberinfrastructure.
